THE National Space and Time AGENDA
The National Space and Time Agenda is the federal phase of a longer reconstruction strategy.
Its premise is that if Minnesota and other Rust Belt states demonstrate that living wages, public finance, housing sovereignty, shorter working time, public utilities, family-farm modernization, and expanded social infrastructure can work, the next step is national reconstruction.
Beginning in 2029, the federal agenda starts with accountability and institutional repair before building toward public capacity and national reconstruction.
It is designed to build the productive capacity required for material security, reduce dependence on private gatekeepers, expand public ownership where national coordination is necessary, and progressively convert technological gains into greater freedom, shorter working time, and lower household costs.
The long-term objective is to build the infrastructure of abundance strongly enough that coercion, scarcity, compulsory labor, and eventually taxation themselves become less necessary.

American Nüremberg Constitutional Accountability Act
The American Nüremberg Constitutional Accountability Act establishes a temporary national process to investigate serious abuses of Federal and delegated private power from 2017 through 2029.
The act creates the American Nüremberg Commission and an independent Special Prosecutor, preserves records and technical evidence, investigates responsibility throughout chains of authority, protects witnesses and whistleblowers, and provides restoration for people harmed by covered Federal conduct.
It also creates a permanent public archive, strengthens accountability for Federal contractors and automated systems, and begins institutional repair ahead of the Third Reconstruction while requiring the temporary bodies created by the act to end when their work is complete.

Epstein Network Accountability and Victim Justice Act
The Epstein Network Accountability and Victim Justice Act establishes a comprehensive Federal investigation into criminal conduct, trafficking, financial activity, obstruction, and institutional protection connected to Jeffrey Epstein and related persons and entities.
The act creates a dedicated Special Prosecutor, preserves and recovers evidence, investigates trafficking networks and financial structures, reviews prior prosecutorial and non-prosecution decisions, and pursues criminal charges, restitution, forfeiture, and other lawful remedies where supported by evidence.
It also establishes independent victim services, legal and medical support, privacy protections, compensation and restoration, and a permanent public record of the historical facts and timeline.

National News Independence and Public Information Integrity Act
The National News Independence and Public Information Integrity Act protects journalism from government coercion and financial control.
The act separates editorial authority from financial ownership in major news organizations, strengthens protections for journalists, restores a modern public-interest fairness obligation for federally licensed broadcasters, and limits excessive concentration of national and local media ownership.
It also establishes independent support for local journalism and a free Public Information Commons where people can compare coverage, inspect ownership and corrections, access primary sources, and navigate public information without government deciding which political viewpoint is correct.

National Public Finance and Productive Capacity Act
The National Public Finance and Productive Capacity Act establishes the financing architecture for the federal reconstruction.
It creates permanent public-finance mechanisms for congressionally authorized productive investment and establishes the Post-Scarcity Transition Office to coordinate the temporary reconstruction period.
Rather than treating public investment as dependent upon private creditworthiness or short-term financial return, the act focuses federal capacity on real-resource needs, productive bottlenecks, public ownership, technical independence, and long-term national capability.

Federal Living Wage Minimum Standards Act
The Federal Living Wage Minimum Standards Act replaces the fixed Federal minimum wage with a living-wage floor tied to the actual cost of independent life within each State.
The act applies the wage floor across hourly, salaried, commission, piece-rate, and mixed compensation systems and requires compliance based upon actual hours worked rather than nominal classifications or schedules.
As the national standard workweek declines, the hourly living wage rises proportionally so that shorter working time does not reduce the full-time income required for economic independence.

National Public Insurance and Risk Protection Act
The National Public Insurance and Risk Protection Act establishes a national public system for baseline household property and casualty protection.
The act provides public coverage for homeowners, renters, vehicles, personal property, liability, and catastrophe losses, with national risk pooling, public claims administration, affordability protections, mitigation financing, relocation assistance, and continuous coverage even in regions where private insurers withdraw.
It begins as a universal public option before transitioning baseline personal insurance into public administration, while preserving supplemental and specialty private coverage. Claims cannot be managed through incentives to deny or delay payment, and major automated decisions remain subject to meaningful human review.

National Third Reconstruction Act
The National Third Reconstruction Act establishes a program of material and institutional repair for injuries created by slavery, racial caste, dispossession, broken treaty obligations, and the destruction or denial of public assets.
The act provides Black reparations, strengthens civil-rights and voting-rights enforcement, fulfills Tribal treaty and trust obligations, restores land and jurisdiction, addresses Federal Indian boarding-school harms, and reconstructs damaged community infrastructure.
Reparative obligations are treated as enforceable commitments rather than competitive grants, while restored land, rights, public assets, and continuing civil-rights protections remain durable after temporary reconstruction programs conclude.

National Justice Reconstruction and Rehabilitation Act
The National Justice Reconstruction and Rehabilitation Act rebuilds the Federal criminal legal system around prevention of serious harm, protection of victims, due process, rehabilitation, reintegration, and restoration of liberty.
The act abolishes cash bail, sharply limits pretrial detention, ends mandatory minimum imprisonment and life without meaningful possibility of release, replaces punitive prison administration with Rehabilitation and Reintegration Centers, strengthens public defense and forensic integrity, and protects bodily sovereignty.
Liberty is treated as the presumptive condition of the person. Technology may assist justice institutions but may not replace accountable human judgment, and institutional success is measured partly by whether the need for coercion declines over time.

National Livingry and Public Infrastructure Act
The National Livingry and Public Infrastructure Act rebuilds the physical systems upon which ordinary life depends.
It establishes coordinated national programs for public housing, distributed energy, water infrastructure, passenger transportation, freight and logistics, universal communications, resilient food systems, public fabrication and manufacturing, circular materials, civic infrastructure, and ecological restoration.
The act creates the National Livingry Commons and requires public infrastructure to be repairable, interoperable, adaptable, and increasingly capable of reducing the recurring household cost of essential life. National reconstruction is targeted for completion by December 31, 2043.

National Medicare for All Act
The National Medicare for All Act establishes comprehensive healthcare as a universal national entitlement for every resident of the United States.
Enrollment is automatic and does not depend on income, employment, citizenship, immigration status, premiums, deductibles, copayments, or coinsurance. Patients retain freedom to obtain covered care from any qualified participating provider.
The act also expands the healthcare workforce and physical health capacity necessary to make universal access real. Full National Medicare for All benefits begin January 1, 2035.

National Universal Basic Needs and Economic Security Act
The National Universal Basic Needs and Economic Security Act establishes a universal nonmedical material floor below which no resident of the United States may be allowed to fall.
The act guarantees access to food, childhood care and support, disability economic security, essential household goods and repair, continuity of energy, water, and communications, and temporary housing or replacement assistance where permanent public provision is not yet available.
Rather than permanently managing scarcity through means testing, the act requires shortages to trigger expansion of productive capacity. As public abundance grows, basic needs are progressively shifted toward direct provision and durable household and community capacity.

National Workweek Liberation Act
The National Workweek Liberation Act returns the gains of technological progress to the public in the form of time.
The act establishes a 32-hour full-time workweek in 2034, 25 hours in 2035, and 16 hours in 2039 while protecting compensation, benefits, employment security, humane workloads, and essential-service continuity.
It prohibits employers from replacing shorter hours with intensified workloads and establishes an Automation Dividend so that gains from robotics, artificial intelligence, software, and other productivity improvements are shared through greater economic security and reduced compulsory labor.

National Digital Cultural Commons Act
The National Digital Cultural Commons Act establishes a permanent national system for universal access to culture while preserving compensation for creators.
Built through the Library of Congress and a federated network of public cultural institutions, the Commons supports books, music, film, television, games, software, archives, interactive works, and other cultural media through national licensing, preservation, and a unified public interface.
The system is designed without advertising or behavioral surveillance, protects cultural privacy and Tribal cultural sovereignty, preserves server-dependent and interactive works in usable form, and creates direct pathways for independent creators to receive compensation.

National Immigration and Human Mobility Act
The National Immigration and Human Mobility Act rebuilds United States immigration law for an era of increasing human mobility, climate displacement, and cross-border interdependence.
The act establishes Climate and Disaster Mobility Status, creates General Mobility Residence as a lawful pathway independent of employer, family, or investment sponsorship, strengthens refugee and asylum protections, regularizes long-term residents, protects family unity, and establishes portable rights to work, travel, reentry, and internal movement. It also creates an independent United States Immigration Court and replaces punitive border processing with a civil reception system.
Its Receiving Community Capacity Guarantee requires housing, schools, healthcare, childcare, transportation, water, energy, food systems, broadband, and other public infrastructure to expand as population grows, so migration triggers increases in public capacity rather than artificial scarcity and political competition over fixed resources.

Federal Substance Regulation and Public Health Act
The Federal Substance Regulation and Public Health Act replaces criminal prohibition of adult psychoactive-substance use with individual liberty, evidence-based regulation, public health, and consumer protection.
Adults receive a national right to possess, acquire, use, personally produce, and lawfully share covered substances without criminal punishment solely for that conduct. Commercial markets remain regulated according to actual risks through product testing, labeling, manufacturing standards, age restrictions, and accessible licensing.
The act integrates treatment into Medicare for All, protects harm reduction and substance-use privacy, prevents prohibition from being recreated through artificial market scarcity, and provides expungement, resentencing, restoration of rights, and repair for harms caused by the drug war.

National Asteroid Resources and Common Wealth Act
The National Asteroid Resources and Common Wealth Act establishes a publicly owned extraterrestrial industrial system designed to expand the material base of civilization.
The act creates the United States Space Resources Corporation to develop public prospecting, extraction, lunar processing, transportation, fabrication, repair, and supporting industrial capacity. Space resources are used to increase abundance and reduce terrestrial scarcity rather than preserve monopoly rents or artificial commodity shortages.
The act establishes the United States Common Wealth Fund and requires temporary American stewardship to transition toward a peaceful international Space Commons once the system reaches operational maturity, preventing either private enclosure or permanent national domination of the extraterrestrial frontier.

National Abolition of Taxation Act
The National Abolition of Taxation Act begins removing forms of compulsory extraction that the previous decade of reconstruction was designed to make materially unnecessary.
Beginning January 1, 2044, the act abolishes Federal general-revenue taxation of ordinary personal income, wages, labor, consumption, principal residences, estates, gifts, inheritances, and payroll while preserving social-insurance and public-benefit rights.
The act expands the United States Common Wealth Fund created in 2036 into a National Common Wealth System, provides fiscal replacement for participating State, Tribal, territorial, and local governments that abolish covered personal taxes, and shifts public finance toward common productive wealth, real resources, and macroeconomic management rather than taxation of ordinary life.

United Nations Space Commons Peace Treaty
The United Nations Space Commons Peace Treaty establishes the international framework for the peaceful governance of mature extraterrestrial resources and strategic space infrastructure.
The treaty creates the Space Commons Authority, establishes equal baseline entitlement to commons benefits among participating States, prohibits permanent national or private enclosure of the extraterrestrial frontier, and progressively demilitarizes outer space.
It provides for the transfer of mature publicly held space-resource infrastructure from national stewardship into international public stewardship, while protecting humanitarian services, worker rights, scientific access, public technical continuity, due process, and peaceful participation in the commons.

United Nations Space Exploration and Settlement Stewardship Treaty
The United Nations Space Exploration and Settlement Stewardship Treaty establishes the rights and institutions governing peaceful human settlement beyond Earth.
It recognizes a universal spatial birthright to a Sovereign Home and not less than ten acres of habitable space, requires continuous expansion of habitat capacity as population grows, and supports O’Neill cylinders, Stanford toruses, free-space habitats, and other future settlement forms.
The treaty protects local self-government, freedom of movement, the right to leave a settlement, essential life support, scientific stewardship, ecological responsibility, and demilitarized human expansion beyond Earth.

United Nations Oceanic Commons and Freedom of Movement Treaty
The United Nations Oceanic Commons and Freedom of Movement Treaty establishes the ocean as a shared human and ecological commons while creating a universal framework for seaborne habitation and peaceful mobility.
The treaty provides an oceanic habitation birthright through publicly produced seasteads, protects lifecycle repair and replacement, and establishes a Common Mobility Area with rights of travel, residence, work, departure, return, docking, disembarkation, and safe harbor among participating States.
It also requires marine ecological stewardship, restoration, open technical interoperability, public seastead production, and protections against arbitrary expulsion, coercive confinement, and dependence on employment or wealth for basic mobility.
